a CSA file there's difference between adding the ballas in pedgrp and .CSA file

one .csa fle doesn't make ballas spawn in grove turf, this makes them friendly to cj and can be recruitable

pedgrp on the other hands it adds them on which group of Gang they are.

So yeah cleo version of this is better on my opinion, since it makes the ballas friendly without changing anything in pedgrp.
